Here is a trick you can do to make sure someone properly read over the complete job description. At the end of your job posting put a directive in such as please put the word “achieve” as the first word in your response. This will make it easy to weed out people that don't read your entire posting. Another thing to do on these types of sites is to make sure you look at the applicants’ skill level and feedback. This does not mean to rule out a first timer, they could be just starting out and be just what you are looking for. Remember to hire a freelancer like you would hire someone off of the street.
